Welcome to the Bar Association
of the Third Federal Circuit

Welcome to the Bar Association of the Third Federal Circuit (3CBA) web site, the Association for lawyers who practice before the United States Court of Appeals for the Third Federal Circuit. With hundreds of members, including 98 Founding Members and 18 Founding Firms, the 3CBA’s mission is to work with the Court to:

  • Improve the standards of federal practice
  • Develop improved rules of practice
  • Promote events and educational programs to aid the Court in the administration of justice
  • Facilitate Bench/Bar relations with the Third Circuit

Since our formation in 2007, the 3CBA has presented state of the art appellate programs in every corner of the Circuit – from Pennsylvania to the Virgin Islands – covering topics such as electronic filing, appellate motions practice, brief writing, and effective oral argument. Most recently, we are providing CLE presentations for the 2017 Third Circuit Judicial Conference on "Professional Ethics in Appellate Advocacy" and "What Attorneys Hope Judges Know and Vice Versa." We have also developed the Third Circuit Practice Guide and publish "On Appeal," a periodic newsletter keeping our members informed of recent developments. Gideon at Sixty:  Reflections on the Path to Fulfilling Its Promise

The Middle District of Pennsylvania Chapter of the Federal Bar Association, in conjunction with the Pennsylvania Bar Association and Third Circuit Bar Association, is proud to present the next installment of its acclaimed CLE series—a two-hour program entitled Gideon at Sixty: Reflections on the Path to Fulfilling Its Promise, a celebration of the 60th anniversary of the U.S. Supreme Court’s landmark decision in Gideon v. Wainwright

The program will take place on Thursday, September 14, from 3:00 to 5:00 PM, in the Pennsylvania Supreme Court Courtroom located in the Main Capitol Building in Harrisburg, Pennsylvania.  The program is approved by the PACLE Board for 2.0 CLE credits (1.5 substantive and 0.5 ethics).  The cost is $50.00.  All attendees are invited to a reception immediately following the program in the atrium of the Pennsylvania Judicial Center. 

This can’t-miss event will proceed in two segments.  First, a group of esteemed jurists and advocates will lead attendees through key moments from the Gideon oral argument before the Warren Court.  The Honorable Michael A. Chagares, Chief Judge of the U.S. Court of Appeals for the Third Circuit; the Honorable Arianna J. Freeman, Judge of the U.S. Court of Appeals for the Third Circuit; and the Honorable Matthew W. Brann, Chief Judge of the U.S. District Court for the Middle District of Pennsylvania, will preside over argument segments reenacted by E.J. Rymsza, Esquire (as Abe Fortas) and Corrie Woods, Esquire (as Bruce Jacob). 

Second, the presiding jurists will be joined for a panel discussion by Heidi R. Freese, Esquire, Chief Federal Public Defender for the Middle District of Pennsylvania, and Gerard M. Karam, United States Attorney for the Middle District of Pennsylvania.  Moderated by the Honorable Martin C. Carlson, U.S. Magistrate Judge for the Middle District of Pennsylvania, the panel will engage in a wide-ranging discussion of Gideon’s promise, offer their views on our progress toward it, and explore the practical and policy implications of efforts to see that promise fulfilled.
